The Mobility Management Office of the Municipality of Brescia works every day to make home-to-work and home-to-school travel simpler, more sustainable, and smarter. For those who live in the city. For those who move through it. For those who know that moving better means living better. A different kind of mobility isn’t a utopia. In Brescia, it’s already in motion.

Among the proposed activities are Bike Check at the company, days dedicated to bicycle checks directly at the workplace, with inspections of main components, minor adjustments, and useful tips for safe cycling. A practical service designed to bring more people closer to cycling mobility and overcome some of the difficulties related to vehicle maintenance.

The same goal is supported by engagement and gamification initiatives such as the BrESCI experiment or the more recent “Towards Blue on Bike”, which turn sustainable travel into a shared challenge. Participants can record their journeys made by bicycle, on foot, with public transport, or through shared mobility forms, accumulate points, and contribute to their organization's results.
In this direction, there is also the contest “Come to work without a car”, created to invite workers and companies to try alternative modes to private cars. An opportunity to discover new routes and services, measure sustainable kilometers traveled, and make the impact of daily choices visible.
Alongside shared campaigns and initiatives, there is also room for experiences developed directly by companies: covered and secure bicycle parking, charging points for e-bikes, changing rooms, company fleets, incentives, and internal awareness activities. Different solutions, built based on the characteristics of the locations and the needs of employees, but united by the same goal: to make the home-to-work journey more sustainable, accessible, and closer to people.
HOME–WORK TRAVEL PLAN (PSCL)
A practical tool to change habits.
The PSCL is the core of Mobility Management. An operational plan that analyzes how people move and proposes concrete solutions to improve it.
WHO IS INVOLVED

The following are required to prepare a PSCL:
Companies, Public Administrations, and universities with local units in the Municipality of Brescia
Any local unit with more than 100 employees, including external staff working permanently on site, as provided by Interministerial Decree 179/2021
In the case of group companies operating within the same local unit, the total number of employees is calculated by summing all company staff (Decree 16/09/2022)
PSCL ADOPTION
Every year. No shortcuts.
Relevant organizations must adopt or update their PSCL by December 31 each year.
If a company or Public Administration has multiple local units within the Municipality of Brescia, it may draft a single PSCL, provided that:
analyses and measures are clearly distinguished for each local unit
the specific characteristics of each site are taken into account
PSCL SUBMISSION
A simple step. But a crucial one.
The PSCL must be submitted by January 15 of the following year to the Mobility Management Office of the Municipality of Brescia via the EMMA Brescia platform.
To access EMMA Brescia, you must complete the “EMMA Brescia Registration Request” form.
